The year-over-year volatility of retail electricity prices by state, measured as the standard deviation of annual price changes over a rolling window. Higher values indicate that prices in a state have been more unpredictable from year to year.
Retail electricity price data are sourced from the EIA Form EIA-861 survey. Volatility is computed as the rolling standard deviation of year-over-year price changes (in nominal cents per kilowatt-hour) for each state.
